Here is a table of position freezes, cuts and layoffs the City Council approved last week to balance the budget.
The Martinez 2011-2013 city budget was, by all accounts, difficult to put together.
The city's final $32 million, two-year budget was painful in the depth of its cuts and the effect those cuts had on services. While officials insist that every effort has been made to keep service levels from declining, across-the-board freezes and cuts in the police, public works, maintenance and planning departments are bound to be felt over the next two years, especially as the city moves forward with improvements to the park system.
A flat economy, which translates into small if any increases to property and sales tax revenues, means further staff reductions were necessary to balance an $800,000 deficit.

"We're down to bodies," City Manager Phil Vince told the City Council last week during the final hearing on the budget. It was unanimously approved after some changes and between members of the council and Vince.
