Two Pacheco Men Arrested For Illegal Fireworks

As many as 500 pounds of illegal fireworks were seized between the two homes, Con Fire inspectors say.

Two Pacheco men were arrested this morning after authorities discovered hundreds of pounds of illegal fireworks and dangerous explosives at their homes, Contra Costa County Fire Protection District officials said.

Sheriff's deputies arrested Richard Tapia, 45, and Jessie Aron Payn, 19, after serving search warrants and locating a combined 400 to 500 pounds of illegal fireworks and explosives, Contra Costa County fire Capt. Robert Marshall said.

Both men were arrested on suspicion of possessing illegal fireworks and explosives with the intent to sell them. Marshall said he does not know whether the two are acquainted.

The arrests came after fire investigators received a tip that the two men owned large amounts of illegal pyrotechnics, Marshall said.

Fire investigators were able to confirm the information from that tip and obtained a search warrant for Tapia's home in the 300 block of Fourth Avenue South, and for Payn's house in the 900 block of Temple Drive, he said.

Marshall said the arrests were intentionally timed to occur before the Fourth of July holiday, when the fire district typically sees hundreds of fireworks-related blazes.

"We're getting into prime fire season here, and fireworks are one of the big causes of fires...as well as injuries," he said.

Last year around this time, Marshall said, one resident of the district lost most of his hand after handling a dangerous explosive.

Owning, selling or discharging fireworks is illegal throughout the fire protection district, which encompasses much of the county including Concord, Antioch, Pittsburg, Lafayette, Pleasant Hill and Walnut Creek.

Fire district officials encourage anyone needing to dispose of fireworks to call their local police or fire department.

And when the police are called out, they only receive a warning and it starts right back up then very next night.

Kill two people, get sent to hospital, have some fireworks in your house, get felony charge & 1,000,000 bail... thats justice... The man was pronounced dead at the scene, and his 9-year-old daughter was transported to John Muir Medical Center in Walnut Creek, where she was pronounced dead. The 12-year-old girl was also transported to John Muir Medical Center for treatment of minor-to-moderate injuries. The driver of the vehicle, identified in news reports as David Rosen, 17, sustained minor injuries and was transported to a local hospital for treatment, having fireworks felony and $1,000,000 bail... That's justice!!

That's some really shortsighted thinking there...fireworks kill and severely injure people every year (mostly children), not to mention causing all kinds of property damage. We personally fought for years with neighbors whose bottle rockets would rain down on our house for the week leading up to and following the 4th. What finally stopped it? They lit their OWN roof on fire. Do you think any of these idiots would come knocking on your door to tell you they'd lit YOUR roof on fire. NO WAY, they'd let you burn in your bed. THAT is why they are illegal in CoCoCounty, idiots will always be idiots.

I agree with Stacey. It's the worst kind of danger for a collective group of people (neighborhoods). Might as well drive down the street shooting an oozy as shoot fireworks over the unsuspecting homes of the neighbors & families. Local law enforcement and fire departments treat this very seriously for the most part and we need to work hand in hand with them to detect & report instead of depend on our insurance companies to pay for the damages. My neighborhood has been rediculous for the past 10 years. Even a few adults over the age of 50 act like idiots all night long.

And all those people shooting guns for new years is ok they never get caught! Fourth of July independence day is ment for fire works! All these city's cutting it off is stupid not our fault the mayors governor and all others get paid so much that the budget for the citizens is an ohhh well! Screw that!the citizens love seeing the sky lit up not our fault dummies do stupid stuff with fire works! Oh and let's not forget the cry babies that have a problem with fire crackers come on go somewhere with your self!!!!!!!!!!
