Father, Young Daughter Killed while Cycling

12-year-old girl also injured when speeding vehicle hit all three, fire marshal says.

A father and his 9-year-old daughter were killed and a 12-year-old girl was injured in Concord while bicylcing this morning when the three were struck by an out of control vehicle.

The three were riding at the intersection of Treat Boulevard and Oak Grove Road at about 9:30 a.m. when the accident occurred, Contra Costa County Fire Protection District Fire Marshal Lewis Broschard said.

Preliminary reports indicate that the white Cadillac Escalade was traveling at an "excessive rate of speed" through the intersection, lost control, struck a fire hydrant, hit the three cyclists, and then careened into a building, Broschard said.

Emergency personnel responded to the scene after receiving a report of a vehicle striking a single bicyclist. The man was pronounced dead at the scene, and his 9-year-old daughter was transported to John Muir Medical Center in Walnut Creek, where she was pronounced dead. The 12-year-old girl was also transported to John Muir Medical Center for treatment of minor-to-moderate injuries.

Broschard said the girl's relation to the man and his daughter is unknown.

The driver of the vehicle, identified in news reports as David Rosen, 17, sustained minor injuries and was transported to a local hospital for treatment, Broschard said.

To facilitate the investigation, westbound Treat Boulevard will remain closed between Oak Grove Road and the fire station located just east of Oak Grove Plaza Drive until about 5 p.m., Broschard said. Concord police were not immediately available to comment on the investigation. Broschard said city engineers were responding to assess the structural integrity of the building damaged in the crash.
